I consider Japanese have genuinely come to the conclusion
that a considerable volume of munitions is reaching Central
Government via Indo-China and that purpose of anti-French Press
agitation is primarily to scare French authorities into exercising
stricter control. This is not to say that there will be no
descent on Hainan if need arises from strategical point of view
(see my telegram No. 784)
